The Billion-Dollar Promises Missing from the Books

The routine request was about to become a national scandal.

1. A request at the branch

In January 2018, a request for trade-finance guarantees at Punjab National Bank’s Mumbai branch exposed an awkward gap. New staff sought the required backing for facilities that customer firms expected to receive. What initially looked like a disagreement over routine banking requirements began revealing transactions that did not match the bank’s normal records.

The routine request was about to become a national scandal.

2. Promises other banks accepted

A letter of undertaking could allow an overseas bank branch to lend on the strength of PNB’s guarantee. It was a promise with financial consequences, rather than cash visibly leaving a counter. Investigators alleged that unauthorised guarantees had supported borrowing by firms linked to jeweller Nirav Modi and his associates over several years.

A message could move risk farther than a suitcase of money.

3. Two systems, one blind spot

The disputed undertakings travelled through SWIFT, the international bank messaging network. According to the investigation, the corresponding liabilities were not properly reflected in the bank’s core system. That separation mattered: one channel could assure other lenders while the internal records used for oversight failed to show the full exposure being created.

The promise travelled; the warning did not.

4. The figures grow

PNB publicly disclosed the irregularities in February 2018. The estimated exposure expanded as further transactions were examined, eventually reaching roughly two billion US dollars. Investigators pursued alleged fraud, conspiracy and money laundering, while the bank faced the immediate consequences of guarantees that other institutions had relied upon when extending credit.

The missing entries had become very visible liabilities.

5. The jewellers had left

Nirav Modi left India before the public disclosure, as did other members of his family. Indian agencies sought arrests, attached assets and pursued international cooperation. The case became associated with luxury jewellery, but its mechanics concerned less glamorous questions: who could authorise a guarantee, who checked it, and where the obligation was recorded.

The diamonds drew attention; the controls explained the danger.

6. A London arrest

British authorities arrested Modi in London in March 2019. Extradition proceedings then became a separate, prolonged legal process involving British courts and government decisions. An extradition ruling addresses whether a person can be sent to face proceedings; it does not itself establish guilt in the underlying Indian fraud case or replace a criminal trial.

An arrest abroad was a milestone, not the final page.

7. The cost of an invisible promise

The PNB episode exposed the consequences of weak reconciliation between systems and inadequate oversight of staff access. The alleged wrongdoing belongs to specific people and charges, whose legal outcomes must be distinguished. The broader lesson came from the bank’s predicament: a liability can exist for others long before it is properly visible inside an institution.

The most expensive line was the one the books did not show.
